Singapore hands out eight LNG bunker licences

MPA Singapore Singapore is widening its LNG bunker supplier pool with eight new five-year licences starting on September 1. The Maritime and Port Authority of Singapore selected Aramco Trading Singapore, Equatorial Marine Fuel Management Services, ExxonMobil Asia Pacific, PetroChina International Singapore, Shell Eastern Trading, Sinopec Fuel Oil Singapore, Vitol Bunkers and a joint venture between TotalEnergies Gas & Power Asia and Sembcorp Fuels. The licences will run until August 31, 2031. Existing licences remain valid through the end of this year. Successful applicants will be required to provide end-to-end services covering supply, storage, cargo transfer and delivery to vessels. The assessment also considered each bidder’s ability to control methane slip and supply lower-emission methane-based fuels, including liquefied biomethane and e-methane. Singapore will replace its existing technical reference for LNG bunkering with a full national standard in August. The updated rules will cover safety, custody transfer, operating procedures and crew competencies. The expansion comes after Singapore’s total marine fuel sales reached a record 56.77m tonnes in 2025. Alternative fuel sales rose 44% to 1.95m tonnes as the port builds out separate supply frameworks for LNG, methanol and, eventually, ammonia. Several of the successful bidders have already lined up additional delivery capacity. Equatorial has a 20,000 cu m LNG bunker vessel under construction at CIMC Sinopacific Offshore & Engineering, while Shell has chartered two 18,900 cu m Purus Marine newbuildings due in 2028 for deployment across hubs including Singapore.
